Vapor/corrosive gas would penetrate into/through the thin film/pin holes
Spray more paint on metal surface until the film is thick enough
Rust corrosion
The rust, acid and water are not completely removed
Remove dust, acid and alkali on the metal surface, and soon after this, spray SW Anti-rust Primer
Existing dust does not be removed timely
Re-paint the rusted part
